Novation Education Opportunities (NEO) is HCPA’s charter school authorizer. All charter schools must have an authorizer, which is a public oversight entity approved by the state of Minnesota. The authorizer’s role is to hold the charter school accountable to the conditions in the school’s charter agreement. HCPA works closely with NEO to develop and monitor school goals that ensure high levels of student success.
